Hi, I'm a newbie. I don't seem to understand how to place the meta tags on my website. I could sure use your help!

Hi stoppy,
meta-tags don't carry significant value these days: google skips them totally as do most major search engines. MSN search is the exception, but even it does not require meta-tags to achieve good rankings. I personally would use the time instead to write new content/enhace quality of old ones.
However, if you want to meta's, here's some code:

<meta name="keywords" content="keyword1, keyword2, keyword3" />

You can check up where is PromotionWorld by “promotion”. Look for “website promotion” to see one more good position. I can’t agree the search engines completely disregard the meta tags. The title tag especially has an important role in your placement in the SERPs, since the search engines use it to refine the relevance in the search results.

meta tags are often used by search engines and directories for the placement and relevance of a web site. the days of using hidden text embedded in your meta tags for placement is behind us, but they still have value.
meta tags can be used for a multitude of purposes, for specific coding details, check out the w3c schools online, they have some nice work there

I've noticed that Google uses the title tag text if it contains the keyword string I searched on. That's what then appears in the listing so it makes sense to put some good text in this tag.

Is this true of all of the major search engines? I'm sure that you are correct that the use of meta tags has changed over time.

SEO's a funny thing. Just in case I would add those Meta tags.
If it works: that's great, if not you've only wasted 30 seconds of your life.
