PDF Document Problem?

Lately, I am unable to open PDF documents downloaded from online companies.
There was an error opening this document. The viewer cannot decrypt this document.

Could you tell me if you can open this PDF document found in California DMV website: http://www.dmv.ca.gov/forms/inf/inf70.htm (The INF 70 Form)

The file displayed properly for me. I had a similar problem with Acrobat files a while back. If I remember correctly, I had to uninstall the application, reboot, and reinstall it.
