what is the best way to increase your pr rating? with inbound links, outbound links or content? or all the above?

All of the above can not hurt. But generally, external sites that have a PR4 or better linking to you will give you the best opportunity for a higher page ranking. You want to be careful though. You want to make sure that you are linked to sites that have relevant content to your site. Being linked from Ford Motor Company won't be as useful as being linked from Victoria's Secret if you provide lingerie. There is a lot more to it, but I would start with identifying sites that have a high page rank, contact their web master and see if you can get reciprocal links.
